Studied law at the Sorbonne and became a brilliant lawyer. He was Minister of Finance, Colonies and Justice. He was one of the few to believe in de Gaulle's theories on the army. President of the Council, he appointed Pétain vice-president and de Gaulle under-secretary of state for war. On June 5, 1940, de Gaulle refused to surrender and gave up his post to Pétain. He was then interned and deported to Germany. After the liberation, he was deputy for the Nord region, Minister of the Economy and Finance, and from 1949 to 1955 he was a delegate to the Council of Europe.
