He worked as a lawyer in Algeria before coming to France, where he specialized in defending the rights of socialists and trade unionists. In 1893, he was elected to the Chamber of Deputies. In 1906, he became Minister of Labour and in 1913 Minister of Education. In 1914, he was elected Prime Minister.
Autograph letter signed dated Paris, 28.03.1905 to de Cardaille: "…je me permets de vous recommander ce pauvre diable, infirme et sans ressource, qui fut un excellent ouvrier…”.
