Studied law at Poitier, then became a lawyer at Saint Nazaire. A Republican MP, he was Minister of the Interior in the cabinets of Gambetta and Jules Ferry. He had the law on trade unions passed and defended Gustave Eiffel in the Panama trial. As a senator, he formed the Republican Defence Cabinet and had Dreyfus pardoned. He took part in the legislation on trade unions and had the law on associations passed.
Autograph letter signed dated Paris, 19.11.1883 to M. Colani, asking to make:”…bon accueil à [Armand] Fallières dont la nomination sera demain à l'Officiel…". He refers to Fallières’ nomination as Minister of Public Instruction following Jules Ferry, who passed to Foreign Affairs. 1 p. In-8.
