He studied law and was admitted to the Paris bar. He pleaded a few cases, then turned to journalism. In 1869, he entered politics and became Mayor of Paris. In 1879, he was appointed Minister of Public Education and Fine Arts. He was President of the Council in 1881 and 1883. Ten years later he was elected President of the Senate, but only governed for a few days as he died of a heart attack.
