After studying at the Ecole Polytechnique, he joined the government as a mining engineer. He worked with Gambetta, then became a senator and Minister of Public Works. He carried out a vast programme to develop communications routes and ports. President of the Council as Minister of Foreign Affairs and then of War. Académie française in 1891.
Autograph letter signed and dated Bordeaux, 05.09.1871 "… je crois avoir réduit à néant les ridicules accusations dont vous avez été l'objet dans l'Est…"; two autograph letters signed, dated 1875 and 1876 in-8.; Visiting card signed with envelope.
