He studied law at Cairo University, then obtained a doctorate in international law in Paris. He returned to Cairo as a professor of international law. In 1955, he was awarded a fellowship at Colombia University in New York, and in 1967 became director of research at The Hague Academy of International Law. In 1977, he returned to Egypt as Minister of Foreign Affairs. He accompanied Sadat to the signing of Camp David. In 1992, he became Secretary General of the UN. He is the author of the "Vienna Declaration", which declares all human rights (civil, political, economic, social and cultural) universal, indivisible and interdependent.
