Studied at West Point Academy where he taught until 1928. Until 1934, he represented the United States at the Permanent International Shipping Conference in Brussels. He then led the defence of the civil aviation authorities. He earned a reputation for finding immediate solutions to complex problems. In 1947, he succeeded Eisenhower as head of the military government in Germany, where he succeeded in maintaining access to Berlin by air.
