Description

After studying law, he entered the diplomatic service in 1850 in Rome and Lisbon. Before the Vatican Council, he was delegated by Prussia to negotiate with the Holy See. After the 1870 war, he took part in Franco-German negotiations. He is known for his disagreements with Bismarck.
