A romantic prince of great irresolution, he postponed promised reforms. He reigned from 1840 to 1848. Forced by the revolution of 1848, he granted a liberal constitution, which he subsequently amended. He refused the imperial crown and supported the policy of Little Germany led by his minister Radowitz. Stricken with dementia in 1658, he had to hand over power to William I.
Document signed and dated Potsdam, 20.05.1846 to whom it may concern: "…il appartiendra de reconnaître le sieur Henri Hollard en la qualité qui lui est acquise par la présente et de le faire et laisser jouir des prérogatives et des honneurs qui y sont attachés….”.
