Governor General of Indochina (1939), he was replaced by Decoux after the defeat of 1940. He joined General de Gaulle in London, was appointed High Commissioner for the Levant in 1941, Governor General of Algeria in 1943, then French Ambassador to the USSR from 1945 to 1948. He was Grand Chancellor of the Legion of Honour (1954-1969).
